Welcome to the official Precinct 3 website. I am Mark C. Carpenter
and I'm proud to serve the citizens of Precinct 3 as your County
Commissioner. As a lifelong Johnson County resident, I have seen the
explosive growth in Johnson County and in precinct 3 in particular. I
like to think our growth is because word has gotten out about how great
it is to live in Johnson County. We are fortunate to have a very strong
economy, accessibly to jobs, with more jobs being created every day in
the county, and a wonderful rural and suburban lifestyle that fosters a
sense of community. I'm proud to say that I am from Johnson County and I
feel blessed to have served as your commissioner since 1997. I am
dedicated to serving the needs of precinct three citizens and welcome

Precinct 3 boundaries:
Johnson County Precinct 3 covers approximately 300 road miles and
includes the all or parts of the cities of Alvarado, Briar Oaks,
Burleson, Cross Timber, Mansfield, Venus as well as the community of
Lillian.
The current boundaries of precinct 3 are:
To the North: Tarrant County
To the South: Highway 67 (including Alvarado)
To the East: Ellis County
To the West: County Road 807 @ FM 731
Duties of a County Commissioner
County government structure is spelled out in the Texas Constitution.
Thus, counties, unlike cities, are limited in their actions to areas of
responsibility specifically spelled out in laws passed by the
Legislature. In addition to assuring that county roads are maintained,
Commissioners and the County Judge, vote to set the budget for all
county departments and adopt a tax rate. Among other responsibilities,
below are some of the duties of the commissioner's court:
* Sets the annual property tax rate
* Adopts and approves the county budget and employment level for
the county
* Oversees the construction, maintenance and improvement of county
roads and bridges
* Sets commissioners and justice of the peace precinct boundaries
* Reviews and approves subdivision platting and wastewater
treatment for rural areas
* Calls, conducts and certifies elections, including bond elections
* Appoints members to the Emergency Services District Board (Fire
Commission) who then
administer the $0.03 fire tax collected and subsidizes
rural fire protection
* Appoints non-elected department heads and standing committees
