How to do Business with Johnson County - Introduction
Johnson County welcomes the opportunity to do business with interested vendors willing to supply quality goods and services at competitive prices, meet deadlines, and become part of a team dedicated to serving the citizens of Johnson County. We hope this summary will help you become familiar with our policies and procedures for procurement.
Department Organization
County purchasing procedures are governed by Texas statutes, Local Government Code, Chapter 262. These statues, including interpretation of them made by Texas courts, are the ultimate authority on the validity of purchasing procedures. The Purchasing Agent of Johnson County is responsible for purchasing all supplies, materials, and equipment required or used, and contract for repairs to property used by the County and supervises all purchases and contracts required by law to be made on competitive bid. The purchasing agent maintains surplus inventory and disposes of all excess, obsolete or unserviceable equipment by auction, or other mean as provided by law.
Competitive Purchasing Procedures
All purchases exceeding $50,000 are required to be competitively bid. A notice of proposed purchase must be published at least 14 days before the date of bid opening. Generally, projects exceeding $50,000 are advertised in the Cleburne Times, in the Classified Section under Legal Notices. The advertisement contains a short description of the products or services desired, the Bid/Proposal number, the time and date the bids are due and location where the bid documents may be downloaded or picked up. Bids/Proposals that are advertised in the newspaper may be viewed at the Johnson County Purchasing website. It is the policy of Johnson County that all purchasing shall be conducted strictly in accordance with the laws of the State of Texas and policies adopted by the Johnson County Commissioners' Court. The County will consider: 
  • The price
  • The quality of the product
  • The suitability of the product for the intended use.
  • The ability, experience, efficiency, integrity, and financial responsibility of the bidder.
  • Where appropriate, the County shall require the bidder to demonstrate that it has a good safety record.

How Do I Get On The Bidder's List?
Vendors may register on the Johnson County Purchasing website under “Vendor Application”, which links to Public Purchase.

Vendors remain on the bidders' list as long as they continue in good standing with Johnson County and return a bid request or respond with a "No Bid" to bid requests.
Where and When are Legal Notices Advertised?
  • Advertised in the Cleburne Times.
  • RFB/RFP solicitation notices are also listed on the County's web site by selecting "Current Bids".
How Can I Receive Competitive Contract Information?
  • A list of current RFB's, RFP's, RFI's, and RFQ's will be displayed on the Purchasing website, under "Current Bids”.
  • Specification may be requested by contacting the Purchasing department or download form from Current Bid.
Where Do I Submit My Responses To RFB's/RFP's/RFI's/RFQ's
Sealed hard copy responses, showing bid number, must be mailed to Purchasing by the date and time specified in each RFB/RFP:

Can an RFB/RFP be Sent By Facsimile?
At this time there is no allowance or web site for the RECEIPT of RFB's/RFP's by facsimile.
When and Where are RFB's/RFP's Opened?

RFB's/RFP's are opened on the Date, Time and location specified in each individual RFB/RFP.
Who Can Attend The Competitive Contract Openings?
Except for Competitive Sealed Proposals for high technology, insurance and professional services, interested parties are always welcome at Sealed Bid Openings.
Who Will See My Prices?
Except for Requests for Proposals, all solicitations are public information once they have been opened.
May I Submit a Late Competitive Contract Response?
Johnson County does not accept late sealed bids/competitive sealed proposals. The time/date stamp clock in the Johnson County Purchasing Department, Johnson County Purchasing, 1102 E. Kilpatrick, Suite B, Cleburne, TX 76031 office shall be the official time of receipt for all Request for Bids (RFB) and Request for Proposals (RFP). RFB's and/or RFP's received after submission deadline shall be returned unopened and will be considered void and unacceptable.
What Factors Determined To Whom The Competitive Contract Is Awarded?
All competitive Contracts are awarded to the responsible bidder who submits the lowest and best bid taking into consideration all evaluating factors. All sealed bids (purchases exceeding $50,000) are submitted to Commissioners' Court for award. Awards on quotations for products and services under $50,000 are determined by the Purchasing Department.
When Can I See a Buyer or Contract Administrator?
Johnson County Purchasing Department personnel are available Monday through Friday from 7:30A.M to 4:30P.M., However, due to workloads it is advisable to call ahead for an appointment.
Cooperative Purchasing
Johnson County is a member of Buyboard, HGAC, Tarrant County, and other cooperative groups.
